Virginia has by far the highest ratio of death sentences to actual executions in the United States. Updated data from the Death Penalty Information Center shows that Virginia courts had imposed 149 death sentences and carried out 108 executions through 2010, for a executions/per death sentence ratio of 72.5.
The next highest execution/sentence was Texas, far behind Virginia at 49.8. These statistics reflect the extremely low rate at which the Virginia Supreme Court, the US Court of Appeals for Fourth Circuit and Virginia’s governors have been granting relief to death-sentenced inmates since the death penalty was restored in 1978.
